Kevin was admitted to the California Bar in 1981 upon his graduation from Loyola Law School of Los Angeles. Since that time, he has almost continuously practiced at Bewley, Lassleben & Miller, LLP, with an emphasis on healthcare and appellate practice. His healthcare practice involves the representation of both hospitals and physicians, including a myriad of healthcare-related matters that include health plan contracting, medical staff issues, governance matters, tax-exemption law, and healthcare-related litigation and mergers/acquisitions. In his appellate practice, Kevin has represented or assisted in the representation of many clients on appeal before the various state and federal courts of appeal, including the California Supreme Court. Representative appellate matters include Hughes Aircraft Company v. County of Orange (2002) 96 Cal. App. 4th 540, Chevron USA, Inc. v. State Board of Equalization (1997) 53 Cal. App. 4th 289, Yamaha v. State Board of Equalization (1998) 19 Cal. 4th 1. Kevin has had substantial experience in both litigation and transactional matters in his almost 40 years of legal experience.
Kevin has extensive experience in the representation of hospitals and physicians in the Southern California area for nearly 40 years. His representation of healthcare clients includes such matters as billing and reimbursement issues, medical staff matters, board of directors governance issues, fraud and abuse and STARK matters, tax exemptions issues including tax-exempt financing, licensing matters, contract negotiations, and healthcare-related litigation matters. He has also represented clients in hospital and physician acquisitions and mergers. Representative matters include the first ever "Hospital Within a Hospital" licensure in California, the preparation of "best practices" corporate bylaws and other governing documents, IRS audit client representation, and service as general counsel responding to a myriad of patient care, administrative and operational matters for a large, regional Southern California healthcare system.
